A key emphasis is not only climate literacy and solution design, but also entrepreneurship skill-building, so that promising ideas can realistically move toward implementation and potentially lead to sustainable job creation tied to climate action.

The intended audience is 30 emerging leaders ages 20 to 35 from Morocco and Israel, representing diverse backgrounds and sectors. Participants must be proficient in spoken and written English. The eligible participant pool is broad and can include civil society and education leaders, students, young entrepreneurs, social media influencers, youth network leaders, climate advocates, and early-career professionals. The overall program is described as a three-phase initiative in a hybrid format, structured to maintain continuous engagement rather than a one-off event. The stated goals of this multi-stage format are to expand regional networks and partnerships around shared climate challenges, strengthen participants entrepreneurial capacity to take effective action, and deepen intercultural exchange centered on climate solutions.

Funding is provided through FY23 Smith-Mundt Public Diplomacy Funds and FY23 Fulbright-Hayes Public Diplomacy Funds under Federal Assistance Listing (CFDA) 19.021. The award type is a cooperative agreement, which means the U.S. Embassy in Israel will be actively involved in planning and implementation rather than serving only as a passive funder. The performance period runs from June 2023 to June 2024, with an expectation that core programming will be completed within 6 months, followed by a 6-month follow-on period to sustain engagement and momentum. The anticipated start date is June 2023, and proposals may not plan to start before June 1, 2023. The Embassy anticipated making awards in Morocco and Israel, with the Israel award amount listed at USD 110,000 to 130,000, and an overall award ceiling of USD 130,000.

Because it is a cooperative agreement, the Embassy and State Department retain specific approval and oversight roles. These include providing standardized branding guidance, reviewing and approving marketing and promotional materials (and potentially amplifying the program through U.S. Mission social media and media contacts), approving the venue selection, and reviewing participant and trainer recruitment and selection plans. They also expect to help identify potential speakers or trainers, including alumni of U.S. government exchange programs, representatives of U.S. companies, and U.S. Mission personnel. In practice, an applicant should plan for close coordination, iterative review cycles, and flexibility to incorporate Embassy and State Department input into program design, communications, and staffing.

Eligibility is limited to not-for-profit Israeli entities such as organizations, associations, think tanks, public or private institutions, and civil society organizations with demonstrated expertise in environmental and climate change programming and a record of successful implementation. A key administrative requirement is active registration in SAM.gov and possession of a UEI at the time of application. Applicants are also expected to be familiar with the federal assistance compliance framework in 2 CFR Part 200. The listing of eligible applicants also indicates the opportunity is aimed at nonprofits that do not have a 501(c)(3) status with the IRS (other than institutions of higher education), which aligns with the international context and the Israeli organizational applicant pool.
